PBI is a non-hierarchical organization and operates on the basis of consensus. This means that all PBI entities are delegated by the General Assembly with the right and responsibility to make decisions based on consensus among their own members. Entities are encouraged to consult others when making decisions that may have implications beyond their own entity. PBI’s structure consists of multiple bodies that work together to protect and support human rights defenders.

International Secretariat

The International Secretariat consists of an International Council, an International Office (based in Brussels), and specific committees. These bodies are responsible for management, coordination, finance, fundraising, policy development and oversight, organizational development, and international publications. The highest decision-making body within PBI is the General Assembly, which meets every three years. It brings together representatives from country groups, project delegations, and committees. In addition to the General Assembly, there is an International Council, which implements the policies and procedures established by the General Assembly. This council can also make decisions in between the General Assembly meetings. Members are appointed for a term of three years. They decide on the opening and closing of projects (in collaboration with the project committees).

Peace Brigades the Netherlands

Peace Brigades Netherlands is one of the 14 country groups of PBI. PBI Netherlands has a secretariat with a varying number of paid staff and interns, an unpaid board, and many volunteers. In addition, PBI Netherlands has an advisory network.
